注册会计师人才培养建议

日前，中国注册会计师协会制定发布了《关于加强行业人才培养工作的指导意见》， 这是我国专业化市场中介组织第一家就行业人才建设全面提出发展战略。
专业化市场中介组织是市场经济体制的重要制度安排，是市场经济体系的重要组成部分。党的提出了全面建设小康社会的奋斗目标，十六届三中全会作出了完善市场经济体制的决定，十六届四中全会又作出了关于加强党的执政能力建设的决定。所有这些，都对专业化市场中介行业的发展，提出了新的更高的要求。
注册会计师行业是专业化市场中介组织中的一支重要力量，是社会经济服务体系的重要组成部分。其按照、客观、公正的原则，依法承担企业的审计和资本验证工作，并为企业提供会计、税务、评估、咨询和服务，在维护市场经济秩序、保护社会公众利益等方面，发挥着重要作用。
为更好地适应我国市场经济发展，特别是资本市场进一步发展和国有企业深化改革，以及经济全球化背景下，大量新型、复杂的经济活动对注册会计师专业服务提出的更高需求，注册会计师行业确定了全面推进行业进步的人才战略思路。在的指导下，中注协深入研究了行业现状和未来发展趋势，提出了加强行业人才建设指导意见“三十条”。行业人才培养“三十条”，明确提出了加强行业人才培养的指导思想和总体思路， 其中明确：用五至十年的时间，全面提升注册会计师从业队伍的专业素质、执业能力和职业道德水平，着力培养能够承担国际业务、符合行业国际化发展要求的高层次专业人才和会计师事务所人才；与此同时，建立起科学完善的行业后备人才培养机制和适应行业未来发展需要的后备人才队伍。
为了实现行业人才 培养的目标，行业人才培养“三十条”全面、地提出了若干人才培养措施。主要包括：
（一）建立长效机制，抓好日常继续教育培训。通过建立考核评价和约束激励机制，明确职责与分工，有力调动中国注册会计师协会、地方注册会计师协会、会计师事务所、注册会计师各个层面组织推动和参予培训工作的积极，充分发挥各培训主体的作用，加大教材开发和师资队伍建设力度，积极支持经济欠发达地区的行业培训工作，建立非执业会员的培训机制。
与此同时，进一步加大行业与国家会计学院培训合作的力度，建立国家会计学院注册会计师培训工作的统一评价体系，并与行业培训计划安排和培训投入相钩，积极推进继续教育质量的进一步提升。
（二）开拓培养渠道，培育高端人才。适应行业未来国际化发展的需要，“三十条”对行业高端人才的培养方式和渠道作出了重大突破：
一是开办行业MPAcc（会计硕士专业学位），培养行业高层次专业人才；
二是开办行业EMBA（高级工商硕士专业学位）班，培养具有国际水平的会计师事务所人才；
三是与境外会计师职业组织合作，积极支持中国注册会计师取得境外注册会计师资格，以此为依托，为中国注册会计师承办国际审计业务、取得国际认同，打开通道；
四是加强与境外会计师职业组织、国际会计公司和培训机构的合作，拓宽注册会计师境外培训的渠道。
（三）支持在校教育，培养行业后备人才。作为行业人才建设的一项战略工程，“三十条”在行业后备人才的培养方面，明确提出，要根据新形势和行业人才建设对注册会 计师资格前教育的新要求，进一步提高注册会计师专业方向的办学质量，把注册会计师专业方向办成定位准确、优势突出、国际水平的一流专业，办成亿万公众人人知晓、万千学子心向往之的品牌专业，进一步扩大注册会计师行业的社会影响力。
为此，中国注册会计师协会将以资金资助和考核评价为杠杆，促进承担注册会计师专业方向任务的院校改进办学工作，提高办学质量。其中，将逐步改革对注册会计师专业方向院校的资助方式，由总体资助向专项资助转变，并实行资助资金使用效果的评价机制，建立体现专业特的考核评价体系，在此基础上，建立注册会计师专业方向院校末位淘汰与新增入选相结合的约束激励和竞争机制。
同时，中国注册会计师协会将推动建立注册会计师专业方向优秀学生到境外国际会计公司实习的选派机制，每年选派一批品学兼优、热爱注册会计师事业的学生，到境外国际会计公司实习；畅通注册会计师专业方向学生到国内大中型会计师事务所实习的渠道，并为注册会计师专业方向学生进入注册会计师行业创造条件。
（四）建立能力框架，指导人才培养。为确保行业人才培养目标的实现，“三十条”要求加紧研究并分析提出我国注册会计师职业对专业知识、专业技能、专业态度和职业道德等方面的要求，建立科学的注册会计师胜任能力框架体系，以此全面指导注册会计师教育、考试、培训等人才建设工作。
（五）创新培养机制，实行跟踪培养。“三十条”特别强调，根据国际化人才的培养要求，要建立开放式、、不断递进的

研究完善行业注册、年检和制度；组织行业执业注册会计师的注册和任职资格检查工作；建立并实行会员注册登记制度；负责会员和推动行业会员参政议政工作。
